I wanted to provide you with an update regarding Anti-social behaviour - general, which people around your area have highlighted as an issue of concern on the priority survey. We are continuing to receive reports of nuisance vehicles causing anti-social behaviour across the area.
This includes vehicles being driven in an inconsiderate or dangerous manner, excessive speeding, wheel spins, drifting, revving engines, sounding horns, and gatherings that cause alarm, distress, or annoyance to local residents.
Kent Police will continue to work proactively to identify offenders and take positive action using a range of powers available to us.
✅ Section 59 Warnings (Police Reform Act 2002)
Where a vehicle is being driven carelessly, inconsiderately, or in a manner causing alarm, distress, or annoyance, officers may issue a Section 59 warning.
A warning remains in place for 12 months and applies to both the driver and vehicle.
✅ Vehicle Seizures
Seizure powers have recently changed, that officers have the power to seize the vehicle immediately. Owners may then be required to pay recovery and storage costs before the vehicle is released.
✅ Public Spaces Protection Order (PSPO) Powers
In areas where a PSPO is in force, officers can take enforcement action against drivers engaging in prohibited vehicle-related anti-social behaviour. This may include issuing Fixed Penalty Notices or reporting offenders for further action where breaches of the order occur.
Restrictions include; - Persons will not enter the Restricted Area in Motor Vehicles for the purpose of engaging in Motor Vehicle exhibition and racing or any other purpose as listed below -
- Persons will not enter the Restricted Area with others for the purpose of preparing Motor Vehicles for exhibition or racing.
- Persons will not attend or gather in the Restricted Area for the purpose of watching Motor Vehicles being exhibited or raced.
- Any person being a Registered Keeper of a Motor Vehicle will not perform any of the following activities in the Restricted Area; a) Driving in convoy b) Racing c) Performing stunts d) Revving Engines e) Wheel spins f) Burnouts g) Recording any of the listed activities on any device h) Congregating to spectate the listed activities i) Engaging in any other activity that a reasonable person would consider to be "car cruising"
- As well as the above actions, where evidence supports a prosecution of an offence, for example dangerous driving, careless or inconsiderate driving and other offences will be considered and action taken accordingly.
📞 How you can help If you witness nuisance vehicle activity, please report it to Kent Police via our website or by calling 101. If the incident is happening at the time and there is an immediate risk to public safety, always call 999.
When reporting, please provide: • Vehicle registration number • Make, model and colour of the vehicle • Location, date and time of the incident • Description of the behaviour witnessed • Any available CCTV, dashcam or mobile phone footage
Working together with our communities and partner agencies, we will continue to identify offenders, disrupt anti-social behaviour, and keep our roads and public spaces safe for everyone.

The Anti-social Behaviour, Crime and Policing Act 2014 aims to put victims first, giving power to local people and enabling professionals to find the best solutions for their local area. The act provides the police, local authorities and other local agencies with flexible tools and powers that they can use to respond quickly and effectively to antisocial behaviour. These include: - civil injunctions.
- criminal behaviour orders.
- public spaces protection orders.
- community protection notices.
- dispersal powers.
- closure powers.
The act also includes measures such as the Community Remedy and antisocial behaviour case reviews which empower victims and communities to have a say in the outcome of their reports and hold agencies to account.
